They have fresh spices at Carrefour Shuang Jing store. They have both rosemary and basil there along with lemon grass. I think it is 4.8 yuan per package.
The vegetable stalls in the market just north of Sanlitun, called Xin Yuan Li, sells fresh herbs. Very fresh. I buy thyme, oregano, rosemary, parsley, all from there.
Various locations of the import supermarket April Gourmet have reasonably-priced packets of most herbs and spices you'd be looking for, as well as useful ingredients like imported vanilla extract.

and where would be the best place to buy some plants so that i can pot and grow herbs myself. i have this huge balcony and it would be cool to have my own little herbaliscious garden that i can also eat.
i saw that laitai had some plants a few years ago but not seen them since.
regarding buying herbs: any local wet market or st stall will have seasonal herbs such as rosemary, corriander, and a few others or you could try hua pu supermarket across from full link plaza near chaoyangmen subway;. i buy some fresh herbs there.
My black thumb dictates that my mother-in-law take chagre of my plant purchases - one thing I have found is that when you buy plants from a local vendor you should first - keep them out of your house untill you spray for afids and other little bugs as well as change the soil - you can't belive whats goin on in there!!!
for anyone who is interested in fresh herb plants, have a look on herbsgarden.cn
Beijings climate is ot too dry for basils, it is all about how you care for them. Basils dont like it too wet but cant stand it in total drought for too long. Also you need to keep the tap water in a container for at least 24h before watering. Basils love the sun and you need to prune them regulary so they can grow stronger. If you want to keep this binnual plant to survive the winter you have to cut all blossom when flowering cause it get wooden up afterwards and slowly dies. as for the winter cut all stems to about 10cm and dont water too much if the temperature is under 10 degree C. If your place is well heated, just keep on as if it is sumer time.
Rosemary in deed do well, so do lavender and thyme or oregano. Mints like it wet and sunny, Mellisa avoids direct sunlight, more info on my website.
we are also introducing a Gourmet line of Organic Western dried Herbs (basil, thyme, spearmint) and Freshly (to order) hand selected ground spices(cloves, long pepper, sea salt flakes). Fusion salts , such as Chipolte Pepper Sea Salt and Japanese Green Tea Salt to Guinness Beer Powder and intense Blends.

Re: Where can I buy fresh herbs?
I some basil plants last year, but couldn't keep 'em alive. The climate's just too dry I think.
I bet rosemary would do all right, if you leave it outside in the winter.
