yes security is one important issue, but would you just accept it without exchanging a few words with him or something like that? personally I find it odd that someone would actually buy another perfect stranger drinks.
what do they want? feeling lonely and just want to join the conversation or looking for ons?

If I am in a good mood and am being social I like to buy people drinks. Nothing wrong with it. Of course, it is to start up a conversation and usually is just being friendly
