Visa refused (in Germany), no reason given
I just wonder why my friends visa was refused?
He had a return ticket Frankfurt-HK-Frankfurt
He planed to stay 3 days in Shenzhen
He had a hotel booking for the 3 days with a SZ hotel
The flight dates matched the hotel booking
He has German passport
He wasn't in China before
He applied for a L visa
He applied via a visa agent in Germany
I wonder why it was refused? Any idea?

You mean your friend would like to apply for only a 3-day visa, don't you?
It's incredibly short. In my personal opinion, that may be the reason of being refused.
Anyway, since he scheduled to go to HK, he can get a 30-day China visa there. The officer in German may think the same.

Maybe it's to do with Shenzhen, I might be 100% wrong but isn't there some unrest there? Also maybe is arabic looking or something with a german passport?

1. I think 3 days would be below the 30 day limit. I usually just go for a few hours. I find 3 days incredibly long.
2. There is no unrest in Shenzhen, just the normal traffic.
3. The person hasn't been to China and is ethnic German.

My wild guess would be he was refused the visa because he had no travel documents proving his trip to mainland China AND BACK. It might be easier if he also provided the HK-SZ-HK trip tickets as they're mostly interested in seeing he's really going to be leaving again.
But then, I agree with leeo, he should just get a tourist visa for the mainland in Hong Kong.

The problem with getting a visa in HK for a 4 day stay. Takes already 2 days to get the visa (coz of 15:00 arrival) - and then it's weekend and factories don't work. Plus the US$150 or so for a hotel stay in HK.
A ticket for the actual trip to China is also difficult since it's just a subway trip from the city to the border.
I guess it's hopeless to even talk about it.
