I only have personal knowledge of Handicap International here in Beijing. They are a Belgium-based NGO that provides physical rehabilitation support and trains local people to assume those services. While their China headquarters is in Beijing, they have several centers around China. Also, their services are not limited to children, but many of them are (as in the case of the children who survived their schools' destruction in the recent earthquake disaster in Sichuan Province). You can look them up at the website: www.handicapinternational.be. I have done some volunteer work with them, but have no formal connection...just trying to provide some helpful ideas.
Philip hayden foundation, i think its just an hour and a half drive from beijing.The foundation is for kids who are abandoned by their parents and most of them have serious health problems and the foundation helps them to undergo the necessary treatment they need.

we worked with the Ping An Medical Foster Home here in Beijing for our charity parties. It's very local, you can visit the kids, and you know the money's going to the right place.
