Someone here recommended uk-based 34sp.com a long time ago and I tried them and have been with them for 2 or 3 years now. Seem very good and cheap too just under 28 quid a year (http://www.34sp.com/personal-hosting) . Not in China though, but for an extra 10 pounds a year you can get your own IP address which makes it unlikely that your site will be banned by the Great Fire Wall. They have a script that will install wordpress on your site for you too.

OP. if this is to put up a new nongminer website, i still don't think it would be safe hosting it on a chinese server. big brother would take it down eventually. your best bet would be to host it on something that they would never block because of the number of local users. e.g. facebook.
