I read through both websites listed and they do not have a Chinese language option which severely limits your student recruitment capability to those that can read and write proficiently.
Here are two effective techniques I have found to work:
(They may sound ridiculous but I swear they work)
Go to the Wangfujing or Xidan bookstore, take a novel from the English language section and go stand on top of the Ielts or Toefl section and read your book. Within 20 minutes you will have random people asking if you are a teacher and would you teach their children for these exams. Plus you get to read a novel. Within a day I had enough part time students at 200NET an hour to last me through half of 2009.
If you live within 4th ring road, most of your neighbours are reasonably well off and like many Chinese focused on their children's futures. Go to a print shop and make business cards (I paid 50RMB for 50 3 years ago) for English lessons, English on one side, Chinese on the other. Choose what ever price you want but this is my recommend form on the Chinese side:

TOEFL, IELTS and SATs, can also teach

I did the translation in order with the same number of words in case you need to delete the courses you cannot teach but in all honesty just buy a book and learn them. If you need to delete any words or add something use www.nciku.com to help you.
Then... I am assuming you have a local delivery shop like most small communities, get the delivery boy to deliver the cards for a day to every apartment in your community (give him 100 for the day which is probably more than he normally earns). Then tell him for every student that signs up for a - whatever amount you choose program - you will give him 20 to 50 RMB. That will make sure he does his job and doesn't dump the cards.
