Dongguan is full of knife-wielding thieves from the northwest and the police are afraid to do anything about it.
The thieves are so unrestrained that they freely loiter in front of busy stores stealing and robbing at will. It may seem like I'm exaggerating but I'm not. You can visit Carrefour in Dongcheng district anytime, especially on the weekends, and you will see gangs from 5 to more then 10 in a group running around trying to put their hands into peoples shopping bags then yelling threats when they are caught.
One of these thieves pulled a knife on me (it was just a matter of time)and tried to rob me. I yelled for help to two policemen who were standing near by. The thief then flashed his knife to the police and, believe it or not, the police just turned their heads and ignored me.
The police were afraid of the thief and they would not help me! F*cking Cowards!
I then started shouting to people around me and fortunately the thief lost interest and walked away. I went to the police department in Dongcheng and the police said they can do nothing to stop the knife-wielding thieves.
How can a police department refuse to protect it citizens?
Dongguan is pretty cool. It is one of the richest areas of China. The nightlife is awesome. I really cannot imagine thieves there especially knife wielding ones.
But I haven't been there for about two years so maybe it has gone downhill.

Depends on what you're interested in.
Of those 3 I'd suggest GZ, but it really depends.

Seemed very safe when I was there.
