New Electric Motorcycle/Moped/Bike/Scooter Regulation
I'm just trying to figure out what it all means with the new 电动摩托车和电动轻便摩托车通用技术条件, or 电摩国标. Basically as of 2010-1-1 the definition of electric scooter/bike/moped/motorcycle is going to change from non-motorized vehicle to motorized (非机动车 to 机动车).
There is the question of what the two sub-catagories of electric motorcycle and electric moped constitute, and then if it makes a difference in practicality, because I don't want to mess with getting a license in China, or the problem of getting a motorcycle license plate, as we all know that these basically don't exist in a reasonable price-range (Jing-A/Jing-B discussion).
Why don't I want to mess with a license here? I don't know what the requirements actually are, but they sure like to make sure you have a visa that says you live here or something, and I just have one that keeps me here 30 days at a time, I just leave and come back A LOT.
Frankly, if they make having an electric motorcycle/moped equal in requirements for the range-less gas-powered cousins, the whole city is gonna turn into Taipei or Bangkok and have electric scooters everywhere! Why the hell would anyone choose electric over gas-sipping scooters? Basically it's the lack of licensure requirement.

And basically, based of what they've said so far, they will all be the "same".
The difference between electric motorcycle and electric moped classification is if it goes over 50km/h. If this is the difference, my bike with the current 500W power or even 800W would still qualify as moped, same as our pink friend there. Only if you upgrade beyond 50km/h then it would be an electric motorcycle. Then again, it seems the distinction states this based on what the bike was originally designed for, so upgrades may be beside the point.

A lot of new opinions are coming out about this, as the government has temporarily suspended the enactment of this new regulation. The problems mentioned most often are 1) what to do with already existing vehicles, as almost 90%+ of the market is saturated with "above regulation" types, and 2) the issue of safety for those on electric bikes driving in car lanes, also 3) the amount of traffic increase problems if these bikes are added to car lanes, lastly 4) the issue of the e-bike manufacturing business as a green industry that is possibly going to lose to gas-power if the advantage is taken away from electric-power.

I heard from the chinese news that the people's council(although I am not sure if the jurisdiction is valid, but you can't expect much logic in this country) ruled that this standard to be postponed to take effect. "Temporarily not in effect until further notice" are the words they have used.

It's funny that you guys are trying to comply to some skewed rules and regulations set up by a flip-floping everchanging legislative body (or by definition it may not even qualify) and governed by those who consider no more than the pay received at the end of the month. For thousands of years and for the convenience of governing, this country has enforced the most are the new ideas and controversies that people raise. I am pretty sure that not a long time of 30 years ago for what written here will be looked into and tracked, but thanks to the electronic age the freedom of speech is getting freer day by day.

Basically, I belive it is smart to sell your bikes out as soon as you could. for some "hard to understand" ideas came out of CN goverment already and will be carried soon.. image you will be fined for riding bick too fast or just because forgot your bick driving license at home---in a very very very near future

the way local beijingers, and bike dealers respond to the question as to how come a lot foreigners can ride gas-powered moped around freely, most of the time without a license place and carrying another person, is that 'the jing cha are not bothered to stop them because of language barrier'
