In England the "second language" is French.

However, the standard of French language skill is not very high.

The reason for that is that English is widely spoken so people from England, America, Australia etc are often rather lazy when it comes to learning foreign languages.

My father speaks fluent French and German so I learned a bit of French at home. I remember saying "j'ais six ans" (I am six years old) and thinking it sounded like "J seesaw".

I sometimes watched French movies at home - all of which starred Gerard Depardieu. We had Gaston Lagaffe comic books in the house.

For me:

Primary school
5,6,7,8 years old - no foreign languages.

Secondary school
9,10,11,12 - some French. No German at this school.

Tertiary education (not called "High School" in England)
13 - French, German for some pupils.

14-15 GCSE exams. French for me. German for some. Mandarin is now becoming more popular.

16-17 A levels. French and German if you want to study it.

From Germany, Britain, France, Egypt, America, NZ, Australia, Luxembourg, Spain, Holland, South Africa, Zimbabwe, Zambia, Brazil, Belgium, Mexico, Peru, Samoa, Canada, Russia, Korea, Japan and so on.

It is quite possibly just a mistranslation, but your question implies that there are two types of people in the world.
Chinese and laowai.

A much better way to phrase the question would have been "What languages did you learn at school?"

In New Zealand no serious educational spending is invested in languages. Through my schooling we paid lip service to German, French and Maori.

But I don't think I know anybody that took them as a serious subject.

For me, I am curious to know how things would be in other countries outside of china, I think it is normal.

I know china very well, so I don't include china in the question. If I ask questions about china, don't you feel I am too foolish or verbose?

And, I think maori people live in forest, don't know why.

What the f*** kind of question is that? There are hundreds of countries in the world with hundreds of different education systems.
In some countries, they learn several languages from a very young age in school.
In some countries, they don't.
But there is no single rule for all "laowai."

Anyway, let's answer your question.

The US is pretty lazy in terms of foreign languages. In high school, most kids study either French or Spanish.... but they never really learn it well because they don't care enough.

If everybody seems to find them essential, maybe it is you who doesn't spend enough energy on it.

But I shall try to speak for the rest of the world.

French schools, as well as most European schools, study English starting at least in middle school, if not earlier. They might also study German.
Filipino schools are actually taught in English.
Many schools in Africa are taught in French, or teach it as a second language.

Basically, everywhere except the english-speaking countries must study secondary languages in school. And even those countries try, just not very hard.

I was cycling along dongsishi tiao a while ago and a six-year-old child on the back of his mother's bike said "mama! Do laowai ride the bikes?" Confused
