it's really quite simple
chinese people are stingy as hell when it comes to expensive ingredients. Ideally, they want to charge for the expensive stuff, but not really give too much of it. If it's owned by a chinese boss, they're telling their staff to go easy on the pricier ingredients. If it's owned by a western boss, then the chinese staff is going stingy because they think that'll make their boss happy.

I've heard kro bitching out his staff for not putting enough toppings on a pizza, saying that they may think they're saving him money, but they're actually costing him customers.
