It's not a lie I have a friend who has done it. It's very expensive and technically you cannot work for anyone but the company that provides the letter, and in this case you will not be.
I had another friend caught working on a visa from a different company then the one he was working at, he was cautioned and they told him to get the legal documents. I would say he was unlucky to get caught (as it was by chance) but lucky nothing worse happened. I'm sure there are plenty of people who go unchecked.
I'm not sure about that, but the company will definitely have to meet the requirements to give a Z visa, be it a new one, or if able, transferring the permit. This may cost you more money, I'm not really sure about transferring.
I would say your safest option would be to find a company to work for who can sponsor a Z visa then take a trip to HK to get it (I could do this as I'm British but not sure of other nationalities, you may have to return to your home country). It might be a bit of hassle to begin with but you won't have to give it a second thought after. Also taking into account how much the agents charge it's probably cheaper! The cheapest I've heard for an agent to do Z visa if you have no paperwork is RMB8000, you might be able to get cheaper though.

Secondly, change ur company's name on working permit can be done, lets say u change a job, so ur employer should change your information on working permit in Labour's bureau and same thing if u dont want visa agency to sponsor u with Z any more, u can ask ur employer to do that.
