Will tax office give me an authentic fapiao receipt?

I need a fapiao, an authentic PRC receipt. Am I able to go to a proper tax office, say in Haidian or Chaoyang, to pay my taxes and acquire a fapiao? I don't have a local business license. Just an individual walking in the door. Please let me know if you have any experience with this and how it works, in addition to where to go.
Note I am not interested in buying a fake fapiao or buying a real fapiao.
I want it issued properly from the local tax authority.

an authentic fapiao issued from the local tax authority is a real fapiao you mentioned in the second paragraph.
What kinds of expenses do you want to cover by this fapiao?

I want the fapiao to cover services.
It could be writing, it could be photography work at the studio, it could be consulting, it could be design work, or it could be time just for meeting with me.
