The PSB Entry & Exit Administration handles these. They have outsourced some of the administrative process to some local company, but the E & E Administration can set you on the right track.

I think you are talking about local police registration which is called temporary residence certificate. Normally you should bring your original passport and landlord's ID to go to police for registration, since ur not in Bj,ushould contact with your landlord.

Common Sense: Why would he really mean local residence registration with the local police station when he's not even in China? Think about it.

You need to provide copies of the passport information page, all the Chinese visas and all the entry and exit stamps when crossing the China customs. Besides those, you need to provide the last registration form of temporary residence when staying in China. It takes about 2 weeks. It can be as fast as 1 week with extra charge.

The non-criminal certificate is issued by Public Security Bureau in Chinese. If you need to have it notarized, it takes about another 10 days. The notarization normally is in both English (or other language if required) and Chinese.

It's about 400m away from YongHeGong PSB.
The price will depend on how soon do you need the docs for.
I have mine done in a week, it was about a few hundreds kuai.

Then you need to have it translated & certified which can be done at the same place. This will cost another few hundreds (again, depends on the service, regular/fast).
