Demanding registration with the local police station EVERY WEEK
Since March the Wanshousi police station has a new rule: All the foreigners must register once a week with the baoan (guard of the compound) on the list from the police station, stating their Name, Passport number, visa etc.. information. This list is delivered to the policestation once a week.
So now it is not enough anymore that we go there to register every time we come back from abroad!
I have been living here for 3 yrs with residency permit. This thing is so unbearable that I am thinking to leave China and didnt renew my work contract anymore.
Why we are treated like criminals?? In our compound that is one of the most expensive in this police station area ONLY WESTERNERS face this treatment.
And all the Asian looking foreigners are not affected by this rule. Just LAO-WAI.
I went to the police station and the officer told me that he things some foreigners come to China to do criminal activities and he is scaring them away by this once-a-week registration business.
We have no human rights if we do not look ASIAN here. And this compound is full of illegal dormitories i.e. an apartment is built into small cubicles and they rent them out. Easily can hold 30 -40 people in one 150 square meter apartment. This is illegal since 2009 September. Big notice was posted and threats of demolition. But NO ONE cares. The police actually told me THAT HE DOES NOT KNOW WHO IS RESPONSIBLE TO LOOK AFTER THIS TYPE OF ILLEGAL ACTIVITY. What a joke!!!
I am sick of this and I could report this to Haidian or Immigration, BUT what would be the result?? I would be REVENGED by the local police station. So I just have to leave or get used to live with it.

The police have been cracking down on foreigners ever since jamie shorter was deported, I guess.
I don't know, that's the first I've heard of something like that. Either pull some guanxi or move to another compound? I agree it's b.s. and I'm glad it's not a city-wide policy (yet), but...
Actually, how "official" is this policy? In other words, aside from asking politely and knocking on your door while you're at work, what could they do if you refuse to comply?

Each paichusuo has the ability to set it's own mandate, but this seems to be taking things too far, especially if what this dood said about the policeman's comments are true.
Anyhow, i'm already on it. Got the number of the station and will be calling again at two. Everyones off having donuts at the mo!

That would really suck, I hate doing it once every six months when I renew my visa, could not imagine doing it once a week, I would just take my chances and not do it, see what happens.

Guards stop any LAO-wai looking and want you to write down your details....i got really mad after living here for 3yrs. the guards keep quitting and always there are new ones who do not know you and do this. Sometimes daily if you are unlucky. We have 4 gates into the compound. Imaging coming home with grocery bags and they stop a person for entering even if you have a swiping card to open the gate etc...
Finally after numerous big fights with some of the guards for refusing to give information, I was able to find out the reason: paichusuo and also that they take this list weekly to the paichusuo. I have not seen on the list any Asian names, just LAO-WAI names. Later I went to the paichusuo to argue about this ridiculous rule and got the answer that they are making sure that criminal-minded foreigners would not enter into this compound.
I am wondering if the Chinese law really allows police to discrimate people without evidence like this??

No, they don't.
I just got off the phone with the cops. They said it's nothing to do with them, and they have received several complaints about it, so they are investigating why you're community security guards are doing this.
So you can refuse if you want. They have no legal authority to make you give your info. If they demand, tell them you are already registered with the paichusuo, and to call the cops there.
They won't, and they will more than likely back off very quickly.

The cop who told me that he demands weekly registration by the guards, is in charge of our compound. So you are suggesting I should call him or 110? What a joke!
Calling him does no good, OBVIOUSLY....

Sounds more like they don't want foreigners in the area and inventing unofficial rules to make you move out.

First I was demanded by security guards since March on and off to do our compound weekly registration list that will be delivered to the cops every week per se they demand it from the security company of our compound.
Second, finally I got so mad, and anyways had to go to register after a trip abroad to the police station that I went there to complain. Ofcourse noone admitted anything and said that talk to the police in charge of your compound and come again on Monday. I waited over the weekend and finally met him after threatening not going to live the station unless I can talk to him face to face. His collegues were very amused of my anger. He was not.
After the second visit to the police station, my bicycle was "stolen"...the trick is you cannot safely get it out of the compound without security cameras (ofcourse you can delete the footage but it would be incriminating..) So I found it finally hidden in the darkest corner of the basement of our building....in the meanwhile I bought the second bike, anyways they are so cheap...and TODAY!! GUESS what...a flat tire... You never win with them.
A taxi driver told me that it is useless to fight against. They can make your life hell. I guess I should consider myself handelded with "soft hands".
If you come to China to live, you cannot expect to have any so called Western "human rights". Things are settled in the merky way and the more you stir the deep muddy waters the worse it gets... Actually Japanese have an approbiate saying: "The nail that is sticking out, must be hit down!"........They are much wiser than we spoiled westerners here.

It seems personal, you pissed someone off. I hope you do not need to be here in China, I always take solice in knowing if they throw me out so what, I have a home and life in my own country, I am just enjoying a new experience, one life, enjoy it, blah blah, all that crap.
Also that was very cool of Hanchu to call the police on your behalf, thats why I am come to this forum, people stick together, argue at times with each other but when you need help someone always steps up, well, unless you are RB or Jamie or whoever.

The police said that there had been a 'mis-understanding', and that if someone was already registered, they don't need to do it again.
So in the future, if the guards or police ask residents to re-register, they can simply quote what was told us.
But yes Chaofan, we do stick together here. I'm always ready to listen when people have a problem they think others should hear about.
