What is that Shanghai company where you can send passport to get a visa?

I remember reading a post about it a long time ago, can't find it now.
It was a company with a website; you'd EMS them your passport and they'd take care of the visa application and send it back to you.
I'm in Kunming and want to get an F visa, so traveling to either Shanghai or HK would cost about the same as the 2,000RMB fee I seem to remember from the website.

Not a good time for Shanghai visa. The PSB is doing tight checks there, same situation as for Beijing pre/during Olympics.
