Child's Passport Exit Stamp--what do you need?
Has anyone here gotten the exit stamp for their child (needed for children born in China with one Chinese parent, and one foreign parent who wants to use foreign passport to leave)?
My son's almost two. When he was quite young and I got him his passport, I took him to the PSB to get a residence slip like I need. They told me without a visa they couldn't do it. Okay, so I went to the place to get visas over by Yonghegong, and they told me that even though he wasn't on my wife's hukou, and he had an American passport, he was still considered Chinese and they wouldn't give him a visa. They said I needed to get a one-time exit-stamp upon leaving, and they said it's quicker to get it in the province where my wife is from (Tianjin in this case).
Now, fast forward, and we're ready to go to America, my son's first time out of China. When my wife called the place in Tianjin that takes care of this, they said she should go to Beijing because we live here. When calling Beijing, they said it might take a long time (we leave in two months), and it's faster in your home province. So, after calling again to enquire, the people in Tianjin said we needed my son's passport, birth certificate, my wife's ID, hukou book, passport, as well as a residence slip for my son (that has to be in Tianjin).
Can anyone confirm any of this? We might be able to use some guanxi to get the residence slip thing for my son, but I'm afraid we'll get there and something will be missing. Does anyone have the experience?

^ i'm in your same situation and yes we traveled to my wife's home province (where her hukou is) to get the exit permit
don't know about that resident slip thing. Our's was from Beijing

According to Chinese nationality law, your child born in China mainland, whose mother is Chinese, is considered as Chinese.
You prefer the American nationality for him. There is some nationlity conflict.
What you need to do is to do the nationlity validation and then in turn apply for the 3-month valid exit permit right before you want to travel outside China.
It can be done in your residential city or your wife's hukou place. But as mentioned by the policeman in Beijing, it will be quicker to do it in your wife's hukou city, as the Beijing PSB need to ask the Tianjin PSB to check the information and give back the feedback through a bureaucratic procedure.
Since there is NO visa on your son's passport, it is NOT possible to get a normal registration form of temporary residence.
Due to the unfamiliarity of Tianjin PSB, you may encounter some problems. Take your passport, too (at least a copy of your passport) and others may help but not asked.

From what I know, if the mother is Chinese and the offspring has a foreign passport, the child will NOT be considered Chinese and in fact will be denied local ID/passport if the local authorities are aware of the foreign passport.
Interesting to note as well that my child, half Chinese, is almost 100% treated as a foreigner by other children, parents, passers-by, etc.
How ingrained is this? The other day I was in the park with my 3-year-old daughter, who was climbing on the jungle gym by herself. Another child's mother watched my daughter scrambling up the jungle gym and said to her toddler, "look, you can run up just like that little girl." and the child replied: "yes but she's a foreigner."

its true, China dont allow Dual Nationality, but since the kid just got US passport but never exited with it, so psb canot issue her as normal foreigners thats wwhy Leeo said that.
Its funny the Chinese kid said that, but he is only a kid and sounds in her opinion, foreigners r like superman,hehe.

my point is: why is she "foreign"? She's half chinese. born and raised here. Probably speaks more Chinese than the kid who's identifying her a foreigner.

what is "the nationality validation", and how do I do it? Can I do it at the PSB in Tianjin?
do I have to go as well for all of this or can my wife and son do it without me?

I think BJLeo is right on this one. It's almost exactly what the lady at the visa place is Beijing told me when I went there. I'm pretty sure this is why you have to go and take care of this exit stamp stuff--they make sure your child is leaving with just one citizenship, so they get taken off the Chinese hukou.
Here's a question: my wife is still on her parents hukou book. Does she need to get her own to then put my son on it before they cross his name off from it? (I've heard that's basically what they do)

In Chinese it is 国籍审定. It means the authority (PSB) make an official record that the parents prefer the foreign nationlity of the child and give up the Chinese nationality.
In Beijing, it is not required both parents to go. But both parents' original ID need to be shown.
You can double check with the Tianjin local PSB.

1. Can I do the 国籍审定 and the exit stamp on the same day?
2. How long does it take to process everything?

Don't count on getting it done in one day. Be sure that the Entry/Exit permit is single entry. Your son won't be able to get a visa in his passport if the Exit/permit lists multple entries. I just went through this last month after going to Hong Kong get my daughter's first visa. I ended up having to return to the mainland to get a new document with only one entry/exit. It took five working days and that was with calling in favors.
And for the record...if the child's mom is not Chinese and the father is Chinese, the baby is still considered Chinese. It doesn't matter which parent is a Chinese national.
and admin, your experience is totally opposite of mine...all I ever hear is about my "Chinese" kids. "Chinese kids need this...that...and the other" They may be joint venture products, but to the world at large, they are almost always seen as Chinese. Wonder if this is because their dad is Chinese?

You will of course never get a straight answer on this from the officials. Always a different answer depending on who you ask when you get to the counter.
If you are still struggling with this, I suggest you check with your Embassy. They deal with situations like this all the time and they may have new information (because laws change) and can ygive you advice on what Yonghegong can do.

i don't know if i am late but, i have done this before,i just applied for an exit permit for my daughter in Beijing psb with all the details like birth certificate,hukou,and passport copies with original for them to see.psb told it will take at least 3 weeks but they call me within 10 days and i just got that with a fee of 20 yuan .

i'm a filipino working in china..my daughter was born in china with a filipino father..she's now 3 years old and planning to take her back in the phils. What do i need to get her out of the country? She already has a philippine passport.My visa is Z visa which i only got last week..Please help me to clear my inquiry about this..thank you!
