Do i need a bank statement to extend an L visa?

I see many threads here that say you need a Chinese bank account with 20 000RMB, is this true or can i do it without the money and without an agent? Can anyone that is NOT an agent confirm?
On the PSB website it says i need proof of funds for the length of you stay at $100 per day. Can anyone give advice as to what is correct and share experiences. My visa runs out only around ten days before i will leave China.

If your visa expires within ten days, you need to prepare 2-3 days ahead of the expiration date.
Then you have to provide bank account to show that you have saved 21,000rmb in the bank. It will take 5 working days to extend L visa. When your visa is done, you can withdraw money by yourself, bank account is only a document to extend L visa,
You can not extend L visa without this ammount of money.

If you have got the ticket,you can extend it by yourself,explain the situation to them.Maybe they will help you.
