Could you tell me when does your current visa will expire? If you haven't extend your L visa yet, you can go to PSB to extend it by yourself. You just need to prepare 2 or 3 days ahead of the expiration date to extend it. You can extend it twice, once for 30 days. The documents you need to provide as follows:
1. Your passport with current visa. 2. Temporary residence certificate in Beijing . 3. Bank reference in China ( Save 3000 dollars in the account). 4. One photo with white back ground (2-inch).

You know the government policy very tight now, so most of services about F visa have been suspended. For example: F visa extension, convert L visa to F visa. I think they will be resume soon, so you can extend the current visa firstly. After it resume, we continue to help you convert it to F visa.

If you already extended your current visa twice. I suggest you leave China this time, then come back with a new L visa to wait the policy get better. Because you just want to stay in China untill December, so I don't think you need to apply for a Z visa.
