Release letter and "cancelling" a Z-visa

Alright, so my current employer tells the staff, that in order to retrieve a release letter at the end of the contracted work period, the employer must cancel our Z-visas by giving us L-visas.

Is it true that an employer must "cancel" a Z-visa (by buying an L-visa) in order to make a release letter?

If this is not true, where can i find some kind of official document that proves that my employer is wrong?

Your employer is wrong. There is no legal necessity to cancel your visa.

What they need to do, is cancel your employment permit, which is different. Then they are able to hire someone else, and also able to give you your letter of release.

Do not give them your passport. HR departments are often confused on this point, but if your employer calls the Labor Bureau, or visits their website, they can see the correct process there.
