hi everybody! as long term living lady in beijing im thinking about to buy a second hand car with foreign plate in BJ, and now the question：ＩＳ　ＩＴ　ＰＯＳＳＩＢＬＥ　to save a plate from old owner or i have to make a new one???

You must make a new one, meaning that you must have plates already (from a previously registered vehicle) or have won plates at the lottery.

There are no ways to transfer plates from one owner to another.

Kinda right, kinda wrong... there *was* a very limited window open that made it possible to transfer plates of certain vehicles, but that's over and done now and has been for a long time.
