Reciprocal Agreements

Does anyone know if any Chinese banks have a reciprocal agreement with a uk clearing bank,whereby the Chinese cards can be used in uk ATM.I know we have HSBC but the qualification for a premier account is beyond some peoples reach. I heard ICBC do a visa credit card,but not sure on how to obtain one (yes I know you fill a form in!!!!).
Any ideas are welcome

There are ATMs in the UK that do accept China UnionPay cards. I am not sure what the network is, though.

I used my UnionPay card at a Citibank ATM in London and Paris. It worked fine.
