Where can I find a tailor made shoe maker ?

I have size 13 USA wide width men shoes.
also interested in knowing if it is posible to buy such a shoe
or a place that makes them for reasonable money.
I presently live in Jinan china so need something close by here.

yes. many. but if you want good quality you will spend 2-3x the price as in america. literally. If you want a full grain leather, or something like ostrich, you will pay 3-4x as much. If you want shitty ass pleather you can get it cheaper than america.
