911 in Beijing
I am an American and I have been living in Beijing over a year and a half. Every once in a while I will see "911" and "To Protect and Serve" decals pasted on the side of, what appear to be souped-up police cars of some kind with Beijing licsense plates cruising around on the streets of Beijing.
I have not had the opportunity to get a close look inside one of these cars because the windows are always tinted very dark so I cannot see the lights, if they exist, or if the driver is wearing a police uniform. The paint schemes and stripping of these cars usually closely match that of a typical police crusier commonly found in America. From what I can see, the cars could easily pass for a police cruiser in America. My guess is that since 911 is not a Chinese emergency number, the cars that I am seeing are simply chinese cars with chinese drivers that have decorated their cars to closely resemble American police cars, right down to the "Emergency 911" decals. Am I guessing right? What is the story behind these cars? Should I get nervous when I see one of these cars in my rearview mirror...hehe? Thanks for your answers.

The cars are souped up like that, it would need Chinese characters to be a real Police car.... daddy might be though.

NANCHONG — A young man who modified his black Mazda into an "American police car" for the sake of showing off has been fined RMB1,000, reported the Huaxi Metropolitan Daily.
Residents of the northeastern Sichuan city of Nanchong were puzzled by the appearance of what appeared to be an American police car on city roads in the days following the Spring Festival. They reported the sightings to the Nanchong County police bureau after seeing locals in the car.
On the night of 12 February, the car was tracked down by the police at the Nanjinxing toll station when it tried to speed past an arms inspection checkpoint at 10:52 p.m.
The black Mazda had been modified to look like a typical U.S. police car, sporting a foreign police logo, and displaying the words "POLICE," "America" and "911" on its exterior. A large decal of a pinup girl was on its hood.
The driver of the car stated that he and his passenger were on their way to Jianxing, and their breathalyzer results were negative.
The driver and owner of the vehicle is in his 20s and runs a car modification shop. He said that he was inspired to create his own version of an American police car after seeing a photo of one on the Internet.
The Chinese police, however, were not amused. The Mazda's owner has been fined RMB1,000, and the car has been restored to its original state.
The traffic police said that a private car with such modifications could easily be mistaken to be a new police car model. They would like to remind the public that personalized decals ought to be used with caution and tact. Traffic police chief Zhang Qunlong said any uncivilised language or images on cars would tarnish the city's reputation.
According to the Vehicle Registration Act, advertisements are not allowed to be spray-painted on cars, and spray-painting should not change a car's original colour. If a large surface area of the car is affected by colour change, the authorities ought to be informed, so that the annual car audit can be adjusted.
Should any form of modification interfere with the vehicle's safety, or should any colour change go unreported after a certain time period, a warning or fine will be issued by the traffic police.

My mate had a cosworth ex police car he bought from the film studios.(UK)
Caused no end of trouble in it.
Still had the radio pack in as well.
Traffic coppers were always cruising past his house trying to catch him out.

Wow!! thanks for confirming my suspitions. The cars I have seen are like the first two pics. The Humvee looks nice. I wonder if the roof top lights on these cars in the pics actually work?
Anyway, while I am on the subject of Beijing police cars, I have another question. This one concerns the "real" police cars. Why do the Beijing police officers constantly keep their roof top emergency lights flashing while their police cars are moving? I am not sure about other countries, but in America, police officers only use these lights to let other drivers know that they need to get out of the way or pull over to the side of the road.
How can I know if Beijing police officers are responding to an emergency if their lights are always flashing? What signal(s) do they use if they actually need other drivers to get out of the way or pull over? Although I have never seen or heard a Beijing police car responding to an emergency, I am guessing they use some type of siren for this purpose similar to the Beijing fire trucks. Would this guess be correct?

The lights mean they going for lunch or tea and for other police cars to follow.
No need to get out the way, unless you see a brown and white coach with them.
They don't pull you over here, so need to stop.
