Not for non-smokers

This review is only for the Gongti Xilu branch.
I have been enjoying the food at Bellagio for years now, as well as the great service and the beautiful design.
However, today I had a really bad experience there, and all because of the smoking crowd.
This branch is always full of young rich Chinese people that go there for dinner before going out to the nearby clubs.
Before, it was divided into smokers' and non-smokers' sections but about 6 months ago they turned the whole place into a "non-smoking restaurant".
Well, not accurate.
Even though when you ask to be seated in the non-smoking section they tell you that the whole place is N-S, people smoke freely there.
When my friends and I asked the waitress to tell the table behind us to stop smoking she made a face and ignored our request. Only the second time she was willing to tell them to quit, which lasted about 10 minutes, until they lit up another cigarette.
When I talked to the manager about it, she told me that the people don't listen when they are asked to stop.
And when I pointed out that the place has no "No Smoking" signs so the customers have no way of knowing that the place is N-S, she said that they are waiting for them to be sent from their main office.
Those signs cost 10 kuai, at most. This should not be a prb.
Why turn the whole place into smth that cannot exist in real life?
Why not just keep it the way it was, divided (artificially) into 2 sections?

So, I won't be back to this branch, and I'm not sure that I want to go to any of others because of the bitter taste.
