but i just noticed the bus at left thanks to the comments above, so it appears that it was a 4-way stop, or most likely a left turn arrow, which means she was still crossing against the light.
But as the commenter mentioned above, if anyone is more at fault, its definitely the scooter guy

1) The trafic moving left/right had stopped (see bus & car at bottom left, and bus on the right);
2) The oncoming traffic had stopped (perhaps a common 3 second delay where all directions are red ... or perhaps the first car was slow off the mark, which is why the idiot scooter rider went around ... if we had audio on the video, we might have heard the blaring horns)
3) Certainly by the time she was struck by the scooter, the traffic light for the oncoming traffic (and therefore her) had turned green.
If you carefully watch just before the moment of impact, the scooter tightens his turn (rather than going behind her), and the woman notices at the last moment that the scooter is going to hit her so she puts her right arm out.
She is knocked off her feet, and travels at least a couple of meters.
Regardless of poor driving habits, the scooter is obviously 100% at fault.
Yeah that foreigner is an idiot, but he's driving like pretty much everyone does here: it is proper form for all cars to attempt to cut in front of pedestrians in the crosswalk. That's just the way its done here.
The woman's an idiot for crossing against the light and, as any pedestrian knows in this city, to not be expecting the absolute worst in drivers, all the time, is nothing short of suicidal.
Frankly how about throw them in jail together, same cell, and don't let them out until they both decide on a mutually agreeable solution, without mediation or calls to the outside world.

I don't know the particular intersection, so I can't recognize anything, nor clearly see any faces - but the woman's coat looks the same, and the rider's head scarf looks the same (I don't think that is a helmet), and there seems to be a passenger. The rider is a complete idiot, riding recklessly & dangerously, and it appears that the collision was much more than just a "touch." The woman was walking in a crosswalk, on a green light.
If that is a video of the actual collision, the laowei rider should:
1) get arrested;
2) get tossed in jail for 15 days administrative detention;
3) be fined the maximum amount for each of his several infractions;
4) have his illegal scooter seized & destroyed; and,
5) get deported.
Also, the media should be held responsible for promulgating false news.

Over on Chinese motorcycle forums, it has been pointed out that this appears to be a motorized scooter, not an e-scooter. This is because there is a throttle cable visible on one of the pictures, coming out from the throttle grip (right hand side). I'm pretty sure that e-scooters do not have this cable (the cable that goes from the grip to the carb).
If it is indeed a motorized scooter, it also appears to be unplated (illegal & uninsured), and the rider doesn't seem to have a helmet.
There has also been a video posted of the rider swearing at the woman - very bad form.
One somewhat reasonable theory that has been thrown out on Chinese forums is that the police "mediator" said something like "Look, we could seize your bike, toss you in jail for 15 days, and fine you several thousand rmb. Maybe just pay the woman's medical bills, be done with it, and we'll ignore everything else."
It is all conjecture, at this point, until the police release a report. They just might, given the high profile nature of this case. It might be upcoming on the weekly BTV Traffic program, where they interview the police and show the videos.
It is possible, of course, that the woman was indeed "brushed" and perhaps undertook a massive drama to secure "damages."

One thing i don't understand when this happens is why the Polica doesn't check the cameras. There is surveillance at any and every corner and they should be able to just phone someone to check.

It was all caught on video. It wasn't until his landlord got involved that he was able to get the scooter back. All it takes is one person, who cares and has a little bit of clout, to make a change. Police officers and security guards are grossly underpaid and overworked. For all we know, they could have profitted off of the incident (I hope not).
