I think it's primarily because so many tenants are past due on heating and management fee payments, they have trouble keeping up. At least my conscience is clean - bring on the heat!

We are sooo lucky here in our compound - we're on autonomous, non-political heat! So are already cozily warm at home. At a cost, of course, but this is the first time in China that I have "pro choice" on this comfort issue and after seven years of freezing it's an immense relief. Still won't be able to do without that sexy long underwear all too soon though! :o)

most of the jugs people have in their homes are made from BPA (look for a "7" on the bottom... until at least the shady manufacturers of these bottles start stamping something else on the bottom to avoid the connection to a toxin)

I think this would be the same concept they're using in Seoul, South Korea. using ur SIM card for these kind of public transport services would seriously decrease the amount of cards in ur pocket. Then just throw ur phone in a machine to top up the public transport fee and off you go again.
I've already been waiting for a long time for China to introduce this kind of system. Another reason more to change to Liantong.
