Beijing News: New Standards for Electric Bikes Come Into Effect

In September, we wrote about new e-bike regulations issued as part of the updated “Safety Technical Specification for Electric Bicycles” (GB 17761-2024). The standards were implemented for e-bike/electric scooter manufacturers on Sep 1 of this year and will be implemented for sellers on Dec 1.

This means that from Dec 1, e-bikes produced or imported on or before Aug 31, 2025, that do not meet the most current safety technical specifications cannot be sold, even if they meet older versions of the standards.

E-bikes with a valid CCC logo that is linked to the older version of the standards also cannot be sold from Dec 1, and all CCC certificates that were issued in accordance with the older standards will be canceled.

Implementation of the new standards does not currently directly affect consumers. If you own a non-conforming e-bike that was manufactured and registered before Sep 1, 2025, or if you purchased and registered a non-conforming e-bike before Dec 1, 2025, then you are not currently required to stop using it or keep it off the roads.

However, if you have a non-conforming e-bike that has not yet been registered, and you do not register it before Dec 1, then you will not be able to register, get a license plate for or operate your e-bike on the roads. Likewise, if you somehow purchase a non-conforming e-bike after Dec 1, you may not register or obtain a license plate for your e-bike, and you may not operate it on the roads.

With this in mind, owners of registered non-conforming e-bikes are still strongly encouraged to check their vehicles for any safety issues and to pay particular attention to battery and electrical issues. Making private, unauthorized modifications to e-bikes is strongly discouraged, and non-standard batteries should be replaced to reduce the risk of fire and other accidents.

Members of the public who discover businesses selling non-conforming or illegitimate e-bikes after Dec 1 are encouraged to report the activity to the 12315 hotline.

To determine the compliance of a particular e-bike (whether a previous purchase or a potential future purchase), check that it has a legitimate CCC logo on its body and that the certification is in accordance with the most recent standards (GB 17761-2024). The product certificate information should be consistent with the information for that vehicle and no other.

To verify the authenticity of the product certificate and the validity of the CCC certification, scan the QR code on the product certificate or search the National Certification and Accreditation Information Public Service Platform (cx.cnca.cn) on the State Administration for Market Regulation website.
