For the second year in a row, Great Leap Brewing dominated the Beijinger's Eleventh Annual Reader Bar and Club Awards, winning in eight categories and receiving Outstanding awards in two more. The night's other big winner was The Bar at Migas, which won three categories and received three more Outstanding.

Not quite. We list about 640 bars in our directory. There's lots we don't bother to list, so conservatively speaking, I'd say there's 1,000 bars in Beijing, as least.
Therefore:
23 bars (or 2.3% of the city's bars) won a "Best" award in any given caregory.
Another 5.7% won some sort of "Outstanding" award.
So to answer your question, 2.3% + 5.7% = 8% of the bars in the city (or 1 of every 12.5) won an award of some kind.
